DALLAS ASSOCIATION OF SCHOOL LIBRARIANS

BYLAWS  Updated  August 5, 2005 

ARTICLE I: NAME  

The name of the organization shall be Dallas Association of School Librarians. 

 ARTICLE II: PURPOSE 

The purpose of the Association shall be:
 1.  To promote professional growth and awareness.      
 
2.   To encourage cooperation and fellowship.      

3.   To provide opportunities for exchange of ideas.   

 
ARTICLE III: MEMBERSHIP 

 Membership shall be open to all school librarians and library paraprofessionals of the Dallas In-dependent School District on payment of annual dues.                                                                                                

 ARTICLE IV: ADMINISTRATION 


 Section 1. Officers 

- The officers of the Association shall be President, Vice-President, Secretary and Trea-surer. 

-The Vice-President shall be President Elect.  

- The Treasurer shall serve a two-year term. 

-The Executive Board shall include the elected officers plus the immediate past President.

- The officers shall be elected at the last meeting of the school year and shall assume their duties at the close of the current school year.                         

 Section 2. Vacancies 
 In case of resignation of the President, the Vice-President shall move up to the President, and with the Executive Board's approval, shall appoint a Vice-President.  If an officer resigns, the  President, with the approval of the Executive Board, shall appoint someone to fill the office.   

Section 3. Committees

 The committees of the Association shall be:                                                                                                 

-Hospitality 

- Membership 

- Communications and Publicity  

-Directory 

- Political Awareness  

- Courtesy 

-  Nominating 

- Finance 

- Scholarship  

-  Others as appointed by the President.  

   ARTICLE V: MEETINGS   The meetings of the Association shall consist of those set by or called by the President.  The Association shall be represented at the annual meeting of the Texas Library Association by                             

the President-Elect, with the registration fee excluding membership paid by the Association. In the event it is impossible for the President-elect to attend, another officer shall represent the association.       ARTICLE VI: PARLIAMENTARY AUTHORITY                                                                                                               

Robert's Rules of Order, Revised shall be the authority, for procedure. 

   ARTICLE VII: OFFICERS   PRESIDENT:  Qualifications: 

x  A member of DASL for at least 3 years and have served on a committee, (ARTICLE IV: Section 3), or as an officer. 

x  A member of the Texas Library Association.   Duties: 

x  Call for and preside at meetings of the Association   x  Appoint chairpersons of committees. Advise appointment of at least one "experienced" member of DASL to each committee                                                              

x  Advise officers and committee chairpersons of their duties and see that those duties are performed.   x  Make sure the appropriate Handbook is in the hands of each officer and committee chairperson. Assume responsibility for keeping Handbooks up-to date.   x  Call meetings of the Executive board as soon as practical after the election and at any other time during the year as needed to transact Association business. Committee chairpersons and others may be invited to participate in these meetings.   x  Set tentative dates for DASL activities and other program events. Dates should be set and cleared with the DISD calendar early enough to be included in the DASL Directory.                                      

x  Assume responsibility for "welcome" to new members or new librarians or correspon-dence with members during the year. May delegate this responsibility to another board                                                                     

member in any particular instance.

x  Be responsible for emergency appointments of an officer. If an officer should resign, the President, with approval of the Executive Board, will appoint someone to fill the office.  x  Appoint an auditing committee to audit the treasurer's records of the previous year    VICE-PRESIDENT:                                                                      

 

Qualifications: 

x  A member of DASL for at least 2 years and have served on a stated committee (ARTICLE IV: Section 3), or as an officer.                                                                                                                      

x  A member of the Texas Library Association    Duties: 

x  Preside at meetings when the President is absent.  x  Prepare for meetings: 

o  First meeting includes an introduction of new librarians and related personnel   o  First meeting after TLA, Vice-President reports on the Texas Library Association Con-vention.                                                           

x  Organize social function(s) for new DISD librarians.  x  Attend the Texas Library Association Convention. Official registration fee excluding membership fee to be paid by DASL for TLA or one other library conference or professional function.  x  In the case of the resignation of the President, the Vice-President with the executive Board's approval appoints a Vice-President and becomes President of DASL.                                                                      

x  Serve as chairperson of the Awards Committee to elect an Administrator, Secondary Li-brarian, Elementary Librarian, Library Paraprofessional and Volunteer of the Year.      SECRETARY:  Qualifications:     Have served on a stated committee, (ARTICLE IV: Section 3).   Duties:                                                                                  

x  Keep a record of the DASL meetings.  x  Keep all documents belonging to the DASL.  

 TREASURER: 

Qualifications:     Have served on a stated committee, (ARTICLE IV: Section 3).  Duties: 

x  Keep accurate records of the finances received and spent.   x  Deposit funds in the Scholarship account every October 1.   x  Work with Finance Committee to apportion funds.   x  Signature of the new treasurer should be changed at the bank as soon as possible.   x  Send the treasurer's report to officers and chairpersons   x  A list of Association members should be sent to each officer and chairperson the first month after the Association dues are paid.

x  When Association dues are paid, a receipt should be issued to the member.   x  No checks should be written for any expenses until the Treasurer has received invoices or receipts.                                                          

    ARTICLE VIII: COMMITTEE RESPONSIBILITIES   MEMBERSHIP COMMITTEE:  Duties:

x  Organize annual membership enrollment.  x  Work with the Directory Chairman to insure that all DASL members are include in the Di-rectory.                                                                                                  

 

DIRECTORY COMMITTEE: Duties

x  Prepare the directory: 

o  All DISD librarians will be listed in the yearbook.   o  Dues paying members will be specifically distinguished and receive yearbook.

Directory checklist:

9   Obtain names of committee chairpersons and members.   9  Obtain social and/or business meeting dates.  9   Revise Retired Librarians section.   9   Be sure the Publicity Chairperson received a copy for the scrapbook.   9   Distribute yearbooks by school mail.  9   Put school box numbers and telephone numbers in the yearbook.

 FINANCE COMMITTEE:   Duties

x  Meet with treasurer before the end of September to determine monies available and ap-portion according to need

x  Prepare budget for fiscal year (August - July).  A.  Scholarship Fund

HOSPITALITY COMMITTEE: Duties:

Setup and organize the events of the Association, including refreshments and decorations as determined by the ExecutiveBoard.     COURTESY COMMITTEE:  Duties:

x  Send flowers or a memorial when a member of the Association dies.  x  Send a card to members who are ill (out of school 5 days or in the hospital).   x  Send a card to members when one of his/her immediate family dies.  x  Send a card to members who receive special awards.

 COMMUNICATIONS AND PUBLICITY COMMITTEE:   Duties:

x  Publicize the activities of the Association through the DASL Website.   x  Send news releases to any appropriate DISD publication.  x  Appoint reporters as needed to assist the chairperson.   x  An informal scrapbook should be maintained. It should include newsletters, programs and snapshots.

   NOMINATING COMMITTEE: Duties:

x  Committee should seek officers for the next school year according to the guidelines and qualifications set fourth inthe DASL By-laws.   x  Committee report should include names of the Nominating Committee members and the election of officers must transpire at the final meeting of the year.  x  There should be no automatic succession of any officers to the office of Vice-President.    POLITICAL AWARENESS COMMITTEE:   Duties:

x  Set up and organize political awareness events in cooperation with the President.   x  Send news information to the Communications and Publicity Chairperson.   x  Stay in contact with other professional and political action organizations as appropriate.

 SCHOLARSHIP COMMITTEE:  Duties:

x  Study and develop guidelines for nominating and selecting recipients   x  Determine scholarship(s) amounts
